What is jitter?
Jitter: A small random amount added to retry delays so that many clients that failed together do not all retry at the same instant. It prevents synchronised bursts that can overload a recovering service.
Jitter: an example
Wait time = 2 ** attempt + random.uniform(0, 1) seconds.
