What is requirements.txt?
requirements.txt: A plain text file listing the packages a project needs, one per line, often with version pins. Running pip install -r on it recreates the same set of dependencies on another machine.

A file containing numpy==1.26.4 and pandas>=2.0 lets a teammate run pip install -r requirements.txt.
