What is deterministic policy?
Deterministic policy: A decision rule that always outputs the same single choice for a given situation. It is simple to execute and evaluate, and is common in continuous-control methods, but on its own it does not explore, so noise must be added during training.

A thermostat rule: below 22 C, always heat; otherwise do nothing.
